On March 10, the company held an expanded meeting of the Party Committee to thoroughly study and implement the important speeches and instructions of General Secretary Xi Jinping on fostering and practicing a correct view of political achievements. The meeting fully carried out the deployment requirements of the CPC Central Committee, the Provincial Party Committee, the Party Committee of the Provincial State-owned Assets Supervision and Administration Commission, and the Party Committee of Qinchuan Group, and made mobilization arrangements for the company’s study and education efforts. On behalf of Zeng Ran, Secretary of the Party Committee and Chairman of the Board, Zhang Yinhang, Deputy Secretary of the Party Committee and General Manager, delivered the mobilization speech.
The meeting pointed out that launching study and education on establishing and practicing a correct view of political achievements across the Party is a major strategic decision made by the CPC Central Committee in light of the start of the 15th Five-Year Plan and with an eye toward advancing Chinese modernization. All leading cadres must deeply recognize that this study and education is not only a major political task, but also a comprehensive political health check, a rigorous ideological refinement, a thorough rectification of work styles, and a crucial alignment of actions.
The meeting emphasized the need to firmly uphold the overarching requirements of “serving the public interest, benefiting the people, making scientific decisions, and pursuing practical results,” and to advance study, investigation, and rectification in a coordinated manner. We must truly internalize and deeply comprehend through thorough study and careful reflection. Thoroughly study and implement General Secretary Xi Jinping’s important expositions on establishing and practicing a correct view of political achievements, focusing on clarifying “for whom we cultivate political achievements, what kind of political achievements we should cultivate, and on what basis we should cultivate them,” so that a correct view of political achievements becomes both a conscious mindset and a conscious course of action. We must get down to the real work and tackle tough issues when it comes to benchmarking and self‑examination. Thoroughly identify gaps in our Party spirit and moral cultivation, strictly align with the prominent problems highlighted by the Central Committee, and, in light of feedback from disciplinary inspection and supervision, auditing, and financial and accounting oversight—as well as the pressing issues and difficult challenges that employees and the general public have strongly voiced—conduct in-depth “political check-ups,” establish a problem list, and ensure that problem identification is neither concealed nor evaded. We must achieve complete resolution and zero tolerance in addressing rectification and remediation efforts. We will adhere to the principles of identifying problems and making corrections simultaneously, ensuring that changes are genuine and effective, and focus on tackling key areas such as quality enhancement, product R&D, cost reduction, and efficiency improvement through concentrated efforts. We will uphold an open and transparent approach to education, with a strong emphasis on resolving the urgent, difficult, and pressing concerns of our employees.
The meeting called for strengthening practical action and taking responsibility, using concrete development achievements to assess the effectiveness of study and education. First, we must adhere to the principle of strengthening enterprises through real industry and focus on our core businesses. Deeply cultivate niche markets, promote lean production, refined management, and precise empowerment to enhance product competitiveness and market share. Second, we must uphold innovation-driven development and unleash new growth momentum. Increase R&D investment, overcome technological bottlenecks, comprehensively enhance the high-end nature of equipment and the modernization of industrial chains, and accelerate the development of new drivers of productivity. Third, we must promote a pragmatic work style and forge a highly capable team. Leading cadres take the lead in going to the front lines, focusing on details and ensuring implementation, thereby fostering a positive atmosphere in which each level sets an example for the level above and each level leads by example in getting things done. Fourth, we must strictly enforce discipline and rules to maintain a sound political environment. We will coordinate the implementation of study and education with efforts to address unhealthy tendencies, focusing on improving institutional norms and establishing sound long-term mechanisms.
The meeting called on leading cadres to take this study and education initiative as an opportunity to, with firm political awareness, a strong sense of responsibility, and a pragmatic work style, establish a correct view of political achievements, practice the path of invigorating enterprises through hard work, and earnestly implement all targets and tasks of the “Year of Quality Enhancement,” striving to propel the company’s high‑quality development to a new level.
